Applicant must be a citizen and resident of Henderson County, be of good moral character, and reflect a general willingness to work, learn and pursue his or her education. Applicant must show reasonable financial need and may not necessarily be a superior student, but one who utilizes as fully as reasonable his or her intellectual talents.
