How the Seaman to Admiral-21 (STA-21) Program Works 

STA-21 Program is open to active-duty enlisted Sailors who meet academic and service qualifications. Participants are selected through an annual application process and, if chosen, are sent to a participating college or university to complete their bachelor’s degree in a designated field of study. While in school, they remain on active duty and continue to receive their military pay and benefits. 

Students must attend Naval Science courses through an NROTC unit and meet commissioning requirements upon graduation. After completing the program, participants are commissioned as Ensigns in the U.S. Navy and serve a minimum active-duty obligation.
