Stephen E. Toop Memorial Scholarship

Community Foundation of Carroll County

This scholarship is for graduating seniors at Francis Scott Key High School in Union Bridge and Westminster High School in Westminster, Maryland. To qualify, applicants must be accepted at an accredited college, university, or technical school and must demonstrate financial need. Applicants must also demonstrate exemplary character, leadership through service learning, and contributions to school and the community-at-large.
