Applicants must be residents of Minnehaha or Lincoln County, South Dakota, who are 25 years old or younger, and who are enrolling for the first time at an accredited vocational or technical institution location in South Dakota or within 250 miles of Sioux Falls, South Dakota.

Applicants must have maintained at least a 2.5 grade point average on a 4.0 scale for the last three years of the student’s high school study.
