In honor of the first African-American State Senator in Delaware. Applicants must be legal residents of Delaware, U.S. citizens or eligible non-citizens, high school seniors with an unweighted cumulative GPA of at least 3.0 and a combined score of at least 1000 on the SAT or the equivalent score on the ACT, enroll full-time at Delaware State University, and must file the Free Application for Federal Student Aid ( FAFSA ) prior to the application deadline.
