This scholarship is administered with the proceeds from a trust fund established through an annual appropriation from State of Vermont's general fund. Applicants must be currently under the custody of the Vermont Commissioner of the Department for Children and Family OR be between the ages of 18 and 24 and have been under the custody of the Commissioner of the DCF for at least six months while applicant was between the ages of 16 and 18, be seeking an undergraduate degree, demonstrate financial need, and attend an accredited school located within Vermont.
