Marine Corps Enlisted Commissioning Education Program (MECEP)
Provides up to $4,500 annually for off-duty education.

The Marine Corps Enlisted Commissioning Education Program (MECEP) allows enlisted Marines to become commissioned officers while earning a college degree. It’s a path for motivated Marines to advance their careers through education and leadership training, without leaving active duty.
MECEP supports full-time college enrollment at an accredited school with an approved Naval ROTC unit. Marines selected for the program continue to receive active-duty pay and benefits while working toward their degree and preparing for officer commissioning.
How MECEP Works
MECEP is open to active-duty enlisted Marines who meet specific eligibility requirements:
- U.S. citizenship
- High school diploma or GED
- At least one year of active-duty service (no more than 10 years)
- Qualifying scores on the SAT, ACT, or Armed Forces Qualification Test (AFQT)
- Strong academic record and leadership potential
- Command endorsement and approval through a selection board
Marines in MECEP must attend a college or university with a Naval ROTC unit and complete the 10-week Officer Candidates School (OCS) in Quantico, Virginia. After earning a bachelor’s degree and completing OCS, participants are commissioned as second lieutenants in the U.S. Marine Corps.
