Youth who are members of and actively involved in Vienna Baptist Church (or, if no applicants meet this criteria then students who reside in Wood, Wirt, Pleasants, or Jackson Counties in WV or Washington County, OH who are a member of and actively involved in a church holding membership in the Parkersburg Baptist Association of the WV Baptist Convention).
