This scholarship is for who be a private citizen who has performed a heroic act for the protection and welfare of others. The act must have occurred no more than one year prior to Troy Barboza's death (10/22/1987). Preference is given for applicants who recieved a certificate of commendation/award for the heroic act from the State of Hawaii.
