The Judge and Mrs. Robert D. Horowitz Legal Scholarship Fund was established to assist graduates of a high school in Stark, Columbiana, Carroll, Tuscarawas, Wayne or Holmes County, Ohio. Applicants must be enrolled or accepted as full-time or part-time students in a juris doctorate program.
