Applicant must be accepted or in attendance at an accredited law school. The candidate must also have a permanent residence in Elk or Cameron Counties, or be a graduate of one of the 5 high schools in those counties. A proposed recipient’s academic standing and achievement, participation in extracurricular activities and general life experience will be considered.
