Candidates must be graduating high school seniors from Shenandoah High School in Noble County, Ohio who have lived in Noble County for four years; with preference given to residents of Seneca or Center townships. Candidates must have a minimum 3.2 grade point average (GPA) and be in the top 50% of their class.
