Applicant must be a resident of Baker, Curry, Deschutes, Harney, Jefferson, Umatilla, or Union County, Oregon., or of Del Norte County, Calif., and must be a graduate of a high school in one of those counties. Applicant must have a minimum 2.5 GPA. Essay required.
