To apply for this scholarship, students must submit a 1,200-word or less essay on the topic: “Should the emerging and ongoing threat of global terrorism change how we view government surveillance as it relates to the 4th Amendment? Why or Why Not?” Please note that your bibliography will not count towards your word total. US citizens, American citizens residing abroad, and legal residents of the US may apply.
